The decision of in-principle approval for setting up a Petroleum University in the State will in the future help in fulfilling the requirement of trained human resource with technical qualifications for the Refinery-cum-petrochemical Complex being set up in Barmer besides providing more employment opportunities to the youths. It would be a state of the art world class University. The options of Government sector or in public-private partnership will be available for the University.
The decision to provide "Special Customized Package-2013" for the development of the textile industry in context with the textile policy declared in the neighbouring states will bring additional investment worth Rs. 10,000 crores in the textile sector in the next 7 years while providing direct and indirect employment to about 50,000 people in the State. This special customized package will be applicable for the new enterprises, already established enterprises which are making investment for modernization, expansion and diversification besides sick industries which are making investment for restoration. This package will be applicable for the entire value chain of textile sector (except Synthetic Philament Yarn, Ginning and Pressing). This package has provision of various exemptions to the concerned industries including interest-waiver, subsidy, VAT reimbursement etc.
The Cabinet also gave approval to the proposal related to establishment of Rajasthan Cooperative Finance and Development Corporation in the State. The State Government has provided the share capital of Rs. 100 crore to increase credit in rural areas and strengthen SHG-Bank linkage. Through this Corporation Cooperative Societies especially Women and SHGs will be provided loans of worth Rs. 1000 crore this year. The State Government will do marketing of the products of these Cooperative societies and SHGs through this Corporation. For this purpose appointment of Business Correspondents will be made at large scale which will provide opportunity to women and other village people.
Approval was also given to the proposal related to amendment in Rajasthan Civil Services (Absorption of Ex-servicemen) Rules, 1988. After the amendment provision has been made for reservation of 12.5 percent for ex-servicemen in ministerial and subordinate services and 15 percent for the class IV posts. After amendment a matriculate ex-serviceman, who has obtained the Indian Army Special Certificate of Education or the corresponding certificate in the Navy of the Air Force, who have put in not less than 15 years of service in the Armed Forces may be considered eligible for appointment to any vacancy reserved for ex-servicemen in Subordinate Ministerial or Class IV services in the offices under State Government where the essential prescribed qualification is graduation.
During the Cabinet Bikaner Technical University Ordinance, 2013 was also given approval. The ordinance will be effective with immediate effect and will be replaced in the coming Assembly session.
The State Cabinet also decided to organise programmes all over the State from July 25 to July 29, 2013 for dedicating to public Jan-Suvidha Kendras constructed at collectorate and Jila Parishad premises in districts. The programmes will be organised in the presence of minister-in-charge of the district. Laptops to bright students, tricycle to specially abled persons and cheque for bicycles to the girls entering into class 9th will also be given during these programmes. Earlier the programme was scheduled from 15 July, 2013.
